Admission Policy

The following is a collation of relevant university decisions relating to the area of Admission.

Advanced Certificate of Education

Academic Board Meeting 6/1996, item 11.1

"The Academic Board approved the proposal of the Admissions Committee in response to a request from the University of Cambridge Local Examinations Syndicate, for the Advanced International Certificate of Education to be recognised as meeting Monash University's minimum entrance requirements, noting that the certificate would be administered by the University of Cambridge, and would be similar to the International Baccalaureate."

Five TER points below

At the end of the Monash selection process there will be a technically defined clearly-in and fringe ranks for students entering each kind of place (HECS liable, full-fee).  The clearly-in and fringe ranks for full-fee or international students must not be more than 5 TER percentage points (or its equivalent) lower than that for HECS liable students.

Amendment to Legislation

Academic Board 8/1999, item 12.2

Academic Board endorsed the Admissions Committee’s recommendations for amendment to Statute 6.1.1 – University Entrance and Admission to Courses. The extract below, taken from the Report of Meeting 4/1999 of the Admissions Committee, is a summary of the changes to Statute 6.1.1 that were recommended:

  1. "Paragraph 1.3 – Given the diverse academic qualifications of students applying to the University, that the wording "Year 12 English or equivalent" be used to better reflect current practice.

  2. Paragraph 1.5 and 1.6 – Given the period of time that has elapsed since the amalgamation/merger of Chisholm Institute of Technology, Gippsland Institute of Advanced Education and Pharmacy College to become the greater Monash, it was deemed no longer necessary to retain these paragraphs.

  3. Paragraph 3.1 – Given that there had been various special admissions schemes operating over the years, that adding the words "…be a special admissions scheme from time to time as approved by the Academic Board" would provide flexibility to respond to market needs as required.

  4. Paragraph 5.3 – It was agreed that this paragraph could be deleted as the current wording of this paragraph might be interpreted as suggesting that persons admitted with credit, may not be subject to the same selection processes and criteria as other.

  5. Paragraph 6.1 – This paragraph is the regulation which allows the University to give preference to school leavers or those without a degree over those applicants who have already completed or part completed a degree. The Committee wishes to expand this paragraph to specify its relationship with undergraduate courses only, ie "…may give preference in selection to an applicant for an undergraduate course who has not qualified for a degree…".

  6. Paragraph 6.2 – As this paragraph refers to an applicant’s Victorian Certificate of Education for selection purposes, it is recommended that the wording specifies selection into an undergraduate degree, ie "…selection for an undergraduate course…" and in line with current practice selection be based on the VCE or its equivalent, ie "…the applicant’s Victorian Certification of Education or as deemed equivalent by the faculty…".

  7. Paragraph 6.3.1 – In accordance with selection into other courses, selection into the Graduate Diploma of Education should be based on merit. The Admissions Committee believes it is no longer appropriate to give preference to Monash University graduates and recommends deletion of this paragraph.

  8. Paragraph 6.3.2 – As paragraph 6.3.1 is to be deleted, the words "in any other case," could be deleted fro paragraph 6.3.2 and this paragraph could be merged into paragraph 6.3.

  9. Paragraph 8.1.2 – "pursuant of" should be "pursuant to".

  10. Paragraphs 9.1 and 9.2 – As consideration was being given to the delegation of responsibility for academic matters to Academic Board, the Committee believes it may be appropriate to replace "Council" with "Academic Board" in these paragraphs.

Admission of Students with estimated entry scores

Academic Board 2/2000, item 11.1.2

Academic Board approved the recommendation to implement the procedures outlined in the report in relation to the admission of students with estimated Year 12 scores.

Schools Access Scheme Review

Academic Board 7/2000, item 10

Academic Board approved the following recommendations:

  1. That the schools that are not included on the Departments’ schemes should not continue to be part of the Schools Access Scheme.

  2. That the Schools Access Scheme be simplified, so that schools provide a single form nominating students who are expected to succeed at university.

  3. That a standard "bonus" point scheme be used in the re-ranking for all students who are nominated as part of the Schools Access Scheme.

Use of Bonus Points in Selection

Academic Board 7/2000, item 10

Academic Board approved the following recommendation:

  1. A factored rate of bonus points should be used across all courses and faculties

  2. A maximum of 8 points should be awarded for a single disadvantage factor, (ie one of CoD, SAS or IASAS), but up to 12 points could be awarded for multiple factors (ie two or more of CoD, SAS or IASAS).

  3. An aggregate of CoD and the two access schemes (if applicable) should be determined and capped at 12 bonus points. This should be factored and a new score derived.

  4. For the SAS and IASAS in reference to the Monash matrix table for 2001. Selection Officers will be asked to assume long duration and apply differing degrees of severity to work out the total number of bonus points and then factor the score using the ENTER calculation table.

  5. This process will be reviewed after 12 months taking particular note of how selection officers apply bonus points and how many students are admitted with CoD and under the SAS and IASAS.

Indigenous Australian Student Access Scheme

Academic Board 7/2000, item 10

Academic Board approved the following recommendation:

  1. That the Admissions Committee establish an Indigenous Australian Access Scheme for VTAC applicants seeking to enter Monash University.

  2. That the Scheme be a simple process with the Admissions Office liaising with a small CAIS committee of three CAIS staff.

  3. That an effective system of monitoring of records of admissions, progression, retention and completion of students selected through this scheme be developed by CAIS.

  4. That Selection Officers undertake a training session with CAIS staff so that they are aware of the educational impediments and long-term disadvantage experienced by intending Australian Indigenous students, and will be encouraged to assist in the effective and successful implementation of this proposed access scheme.

Special Admissions Scheme

Academic Board 7/2000, item 10

Academic Board approved the following recommendation:

Indigenous Australian students who have satisfactorily completed Year 11 with a pass in English or equivalent, and who in their education to date and in their work history have demonstrated abilities that suggest they are likely to succeed at tertiary level if they are given adequate support and preliminary training, shall satisfy the requirements for admission to the Diploma of Arts (Indigenous Studies) as approved by Arts Faculty Board as part of the University’s special admissions scheme.

English Language Bridging Program

Academic Board 7/2000, item 10

Academic Board approved the following recommendation:

That the Admissions Committee recommended to faculties that satisfactory performance in the ELBP be accepted as satisfying the language entry requirements for international students at undergraduate and postgraduate levels for relevant coursework programs.

VET Subjects and Prerequisites

Academic Board 7/2000, item 10

Academic Board approved the following recommendation:

Where a VCE VET 3&4 sequence study is unscored, it should not automatically be deemed acceptable as meeting the stated prerequisites but be considered on an individual basis.

Proposal to discontinue the Guaranteed Entry Scheme

Academic Board 2/2001, item 9.1

Academic Board approved the proposal to discontinue the Guaranteed Entry Scheme for local fee-liable undergraduate places, and reference to this scheme be removed from all VTAC and university publications.

Establishment of the Faculty of Law Rural Entry Program

Academic Board 6/2002, item 10.2

Academic Board approved the establishment of the Faculty of Law Rural Entry Program to be implemented in accordance with University Admissions Committee policies and selection guidelines as detailed in the document presented.

Monash University Special Admissions Scheme

Academic Board Meeting 3/2003, item 3.6

There will be a single Monash University Special Admissions Scheme for undergraduate domestic students applying to the university via the Victorian Tertiary Admissions Centre (VTAC), having the following attributes:

Personal disadvantage

  • For current Year 12 applicants Monash University supports changes to the Victorian Curriculum Assessment Authority (VCAA) Special Provision policy for 2003.  No further compensation will be made for current year 12 students on the grounds of personal disadvantage so as to avoid any chance of double dipping.

  • For Non year 12 applicants Monash University will use its existing Monash University Special Consideration Matrix and guidelines to be developed to ensure equitable treatment of student cohorts and to reflect the VCAA Special provision policy for current year 12s.

Educationally disadvantaged groups

The target groups for this scheme will be:

  • Indigenous Australians

  • Rural or isolated 

  • Low socio-economics status

  • Long-term difficulty family circumstances eg homeless, refugee, etc.

Coordination

  • The Monash University Special Admissions Scheme (MUSAS) will be coordinated by the central Admissions Unit

  • A centralised application and offering process for university wide scholarships and a centralised application and assessment process for the proposed MUSAS and bursaries will be established

  • Support and advice provided to Indigenous applicants, as well as the advice on appropriate bonus points for Indigenous applicants will continue to be provided by CAIS staff.  Similarly, support and advice provided to applicants by the Equity and Diversity Centre, as well as the advice on appropriate bonus points for disadvantaged applicants will continue to be provided by Equity and Diversity Centre staff

  • Students admitted under the Monash Special Admissions Scheme will be advised of support services as appropriate

  • Bonus points for the MUSAS will be applied by Selection Officers as communicated by the central Admissions Unit, using the existing Monash University Special Consideration Matrix for the categories of applicants targeted.

MUSAS replaces the existing Schools Access Scheme (SAS) coordinated by the Prospective Students Office and the Monash Indigenous Access Scheme (MIAS) coordinated by the Centre for Australian Indigenous Studies.
